On July 1, 2026, a new regulation on overseas investment will come into force in China (State Council Order No. 837). Behind an apparently economic title, the text is structured around a national security logic: it fuses investment and technological control, establishes a security review regime for outbound investments by Chinese companies, and incorporates a countermeasures component.
