
Ignacio Araya Heredia holds a degree in Political Science from Diego Portales University (Chile), a Master’s in Public Management from Renmin University of China, and a PhD in International Relations from Central China Normal University. He has also completed a diploma in Cybersecurity from the National Academy of Political and Strategic Studies (ANEPE), under the Chilean Ministry of Defense.
His work focuses on the study and practice of relations between China and Latin America, with a specialized approach to security, technological transformation, and the international projection of subnational governments. He has conducted research and published on China–Latin America, technological cooperation, digital connectivity, transnational organized crime, and multilayered diplomacy, among other strategic issues.
Professionally, he has served as an advisor to the Government of Chile, working in the Ministry of the Interior and Public Security (Organized Crime) and the Ministry of Science, Technology, Knowledge and Innovation (Minister’s Cabinet), where he has led international cooperation initiatives, interagency coordination, and the design and implementation of public policies in highly complex contexts.
He combines his government experience with a solid academic career, having taught at Chilean universities and higher education institutions in Latin America. He currently works as an international consultant, academic, and columnist, offering a critical and informed perspective on the links between technology, security, and geopolitics.
